You can get a nice starter pack (includes amp and bass, plus some accessories) for $200 at Guitar Center

I personally like the Fender basses myself but their cheapest one is just under $600 and their average price is about $1,300 so i would say go with an ibanez. The Ibanez IJXB190 Electric Bass Jumpstart Pack is a good starter.
